Security by volunteers

I am the chairperson for our community's Security Committee. We are an over 55 gated community of 500 dwelings in Prince William County, Virginia. We have heard that your community maintains it's gatehouses with volunteers. Is this true? If it is true, how do you do it? Manage it? Organize it? Thank you for any information.
